Most migration RFPs fail before a single supplier reads them
A weak RFP does not produce weak responses. It produces responses you cannot compare, which means the decision ends up being made on price or on who presented best. These are the four gaps we see most often.
Scope described in adjectives
"Migrate our estate to the cloud" gets you five proposals priced on five different assumptions. Name the workstreams, name what is excluded, and give real counts.
No published weightings
If suppliers cannot see how you score, they guess. Usually they guess price, and you receive the cheapest possible team on paper.

Suppliers may propose additional workstreams where they believe scope is missing. Any such proposal must be priced separately so it can be evaluated on its own merits.

5. Migration requirements
The migration must be delivered in waves, with each wave validated before the next begins. Short agreed outage windows are acceptable, typically evenings and weekends, subject to change approval.
Mandatory delivery requirements
- A wave plan grouped by application dependency, not by hypervisor or storage layout.
- A documented rollback position for every wave, tested before the first production move.
- Application owner sign-off criteria agreed before migration begins.
- A hypercare period of at least 4 weeks after the final wave, with named engineers.
- As-built documentation and runbooks handed over before project closure.

7. Security, compliance and data protection
The supplier must comply with the following frameworks and standards for the duration of the engagement.

- Provide evidence of current certification against each framework listed above.
- Describe how personnel are vetted and how access to our systems will be controlled, logged and revoked.
- Confirm where any of our data would be stored, processed or accessed from, including by subcontractors.
- Describe your security incident notification process and the timescales you commit to.
8. Service levels and support
Support requirements apply during the project and hypercare period only. Any ongoing managed service should be priced as an option.

9. Commercial requirements
Pricing must be submitted on the basis of a firm fixed price for the defined scope, with a separate day rate card for agreed changes. All prices are to be quoted in GBP, excluding VAT, and must remain valid for 90 days from the response deadline.

Questions for suppliers

12. Response format and instructions

Getting the estate figures right
Virtual machine counts are the number suppliers price on, but they are rarely the number that decides the timeline. Application count, dependency complexity and how much testing your owners can absorb in a week matter more. If you want those numbers before you issue the RFP, our VCF migration estimator models wave count and duration, and the Cisco ASA to NSX estimator and F5 to Avi estimator do the same for firewall and load balancer estates.
Before you send it
- Check the counts against a real inventory export, not a spreadsheet someone maintained by hand.
- Agree the evaluation weightings internally and get them signed off before responses arrive.
- Decide who owns application-owner sign-off, and make sure that person knows.
- Give suppliers at least three weeks, with questions closing a week before the deadline.
- Send it to three to five suppliers. Ten is a project in itself and good suppliers notice.
Migration RFP questions, answered
What should a cloud or VMware migration RFP actually contain?
At minimum: your current environment in numbers, the workstreams you want priced, mandatory delivery requirements such as rollback and hypercare, recovery objectives, a pricing schedule suppliers must complete, published evaluation weightings, and a timetable. Anything less and you get four proposals that cannot be compared with each other.
How long should suppliers get to respond?
Three to four weeks is normal for a migration of a few hundred virtual machines. Less than two weeks filters out the good suppliers rather than the weak ones, because busy delivery teams simply decline. Always allow a question window that closes at least a week before the response deadline.
Should I publish the evaluation weightings?
Yes. Publishing weightings gets you responses aimed at what you actually care about, and it protects you if the award is challenged. If price is 25 per cent, say so, or you will be sent the cheapest possible team.
Fixed price or time and materials?
Fixed price works when discovery has already happened and the scope is genuinely known. Before discovery, a fixed price is either padded or will be reopened through change control. Capped time and materials with a fixed-price discovery phase is usually the honest structure.
How many suppliers should I invite?
Three to five. Fewer and you have no benchmark; more and evaluation becomes a project in itself, and good suppliers notice when they are one of ten.
Does this template work for public sector procurement?
It gives you the technical and commercial content, but public bodies must follow the Procurement Act 2023 and their own standing orders, including where the notice is published. Use this alongside your procurement team's process documents, not instead of them.
